Literally, an "Anhängsel" is some small thing attached to a larger thing. In this case it's the small green lobe between the calyx teeth that points towards the pedicel. Stace has a much better description for that: "calyx with 5 sepal-like reflexed appendages alternating with 5 calyx-lobaes".

In case of Campanula, yes. In general, no.

There are other kinds of "Anhängsel" (appendages), like the corolla appendages in many Caryophyllaceae/Boraginaceae flowers, or the elaiosomes of Corydalis seeds, etc.
