this is a Cortinarius again.
Hygrophorus normally hasn' t got that type of veil. The slimy parts on the stipe are described as the rest of the universal veil. Only Hygrophorus purpurascens has a partial veil like a cortina. (But this mushroom looks different.)

Depending on where you found it and so on, maybe Cortinarius armeniacus is an option ?
But if this is a Telamonia - as I guess - there are a lot ...
